

Ukraine is prepared to agree to an energy ceasefire with Russia if Moscow commits to ending its attacks on Ukrainian power and gas infrastructure, according to Volodymyr Zelensky. When the proposal was raised by US envoys Steve Witkoff and Jared Kushner during recent talks in Kyiv, Zelensky indicated that Ukraine would halt attacks on Russian oil refineries and other energy facilities if Russia reciprocated. Donald Trump subsequently suggested both sides had agreed not to target energy infrastructure, but no formal agreement has been confirmed and attacks have continued. Zelensky said that any ceasefire must apply equally, noting that Ukraine targets Russian oil and gas facilities because revenues help finance Moscow’s war, while Russian strikes have repeatedly damaged electricity and gas networks essential to Ukrainian civilians. The Kremlin has described an energy ceasefire as a positive idea, but has linked wider agreement to commercial shipping and sanctions relief. With another winter approaching, protecting Ukraine’s energy network remains particularly important for millions of civilians vulnerable to electricity and heating disruption.
