

South Korea has summoned Andrii Vieshkin, Ukraine’s acting ambassador in Seoul and demanded an apology, in a dispute over the transfer of two North Korean prisoners of war captured while fighting alongside Russian forces. Volodymyr Zelensky publicly disclosed at the UN General Assembly that the soldiers had been transferred to South Korea after expressing a wish to settle there. Seoul says both governments had agreed to keep the transfer confidential because publicity could endanger the soldiers and their families. Ukraine has denied that such an agreement existed. South Korea’s intelligence service has since said Ukraine originally requested confidentiality and that both sides shared that understanding. The soldiers, who arrived in South Korea in September, will undergo questioning and security screening before potentially receiving protection and resettlement.
