Disability benefit not fit for purpose, minister leading review says

A government-commissioned review has concluded that the Personal Independence Payment (PIP) system is no longer fit for purpose and requires fundamental reform. Disability minister Sir Stephen Timms said many claimants described the current assessment process as demeaning, over-rigid, and a barrier to employment and full participation in society. The review found that the system has failed to keep pace with modern understanding of disability and long-term health conditions, particularly for people with lifelong conditions who face repeated reassessments. With almost four million people now receiving PIP and annual costs projected to exceed £41 billion by 2030, ministers are also considering the long-term financial sustainability of the benefit. However, Sir Stephen stressed that the final report, due later this year, will not propose simplistic reductions in support but will seek a fairer, more personalised approach that better meets people’s needs while encouraging opportunity and independence. Disability organisations continue to call for a more compassionate assessment process which respects dignity and recognises the realities of living with disability.
