Andy Burnham has launched a national drive to offer everyone sleeping rough a route off the streets by Christmas, alongside a wider ambition to end rough sleeping across Britain. The initiative draws inspiration from the pandemic-era 'Everyone In' scheme, which provided emergency accommodation for thousands. Government figures estimated that 4,793 people were sleeping rough on a single night in England in autumn 2025, the fourth consecutive annual increase. Burnham has announced an additional £102 million for immediate winter support, including £8.4 million for charities, faith groups, and community organisations, alongside £340 million previously committed to helping long-term rough sleepers find settled accommodation. A national summit this autumn will bring together government, businesses, charities, health services, and faith communities to coordinate action. Homelessness organisations have welcomed the ambition while stressing that emergency accommodation must lead to permanent homes and sustained support. Particular attention will also be given to women vulnerable to violence, exploitation and abuse while homeless. See
