

Andy Burnham has marked one month since opening 'No 10 North’, his Manchester base at Heron House, by announcing that Whitehall officials will be seconded into the offices of regional mayors as part of what his government calls a 'devolution revolution’. From autumn, every mayoral strategic authority will receive between five and ten high-performing civil servants on six- to nine-month secondments, with eighteen authorities expected in the pilot scheme. Burnham made the announcement during an online meeting with mayors of different political parties, saying 'No 10 North is putting more power into every postcode across the country.' Housing secretary Angela Rayner said, ‘The days of Westminster hoarding power are over’, while a new programme will improve data-sharing between Whitehall and mayoral authorities. The package, which followed requests from mayors at July's first meeting of the revived National Economic Council, forms part of Burnham's wider pledge to shift power and resources away from central government before the next election.
